Vang controls

At the annual meeting this came up as a safety related question.

The standard vang is a 12:1 system; a 3:1 internal wire or Spectra tackle in series with an external 4:1 block and rope tackle with a cam cleat.

Rule 4.3.9 allow this single ended control line to be led back to the cockpit.

From a safety point of view it may be better to allow control lines on both sides of the cockpit. It is allowed to replace the single ended 4:1 block and rope tackle with a double ended block and rope tackle of the same diameter and lead both ends of the control line back to the cockpit (port and starboard).

It is not allowed to increase the power of the system beyond 12:1
