Water sloshing around floor boards

During a race last Saturday I found water sloshing up from the floor board at the nav table seat, while heeled on a port tack. Bilge was empty, as the water wasn't making it's way forward to the bilge.

Almost seemed like there wasn't enough slope in the floor to bring the water forward. After the race, moving everyone forward, that still didn't do it. The water sat in the compartment forward of the engine.

Is there a problem with drainage from the back of the boat going forward, when the water tanks are empty?

The bilge is shallow and the limber holes are too high to get good drainage. The water will not drain forward, particularly with the boat healed. My seat under the Nav station gets water in it and does not drain. Many J/109 owners are looking for various water sources. Things found so far include:

Leaking rudder bearing / gaiter
leaking water heater
Leaking raw water pump on engine
loose connection on exhaust through-hull
leaking bladders on fresh water tanks
leak around access panel above steering gear
other stuff?

What Bill mentions pretty much covers my problems. Rudder was main source; rubber gaiter was solution. I would add that I had a crack on the threads of my freshwater stern shower head that, when pressurized, would drip down the hose and settle under the quarter berth floorboard.
